Why do employers even bother complying with civil court judgements, ministry orders to pay, etc given that prosecution for non compliance is rare and collections process takes years?

Employers comply with civil court judgements as there are mechanisms to enforce judgements, which can significantly impact an employer's business. For example, a lien may be placed on the employer's property or equiptment which makes that equiptment impossible or difficult to sell and may negatively impact an employer's credit.
