My employer has announced restructuring a few months back. We are now told to reapply for a position in the new organization although the roles posted do not line up, meaning, we would be accepting a demotion in title and potentially pay. Is this enough evidence to call it a constructive dismissal? And a second question, would applying for a role negatively impact potential severance negotiations if it comes to that?

The situation you are describing could be a constructive dismissal. To give you legal advice we need to review the terms of your current employment, your correspondence with the company about the restructuring, and the specifics of the roles available to you in the new organization.
