I work at a company that pays base salary + commissions. These commissions are based off of the number of hours billed by the resources we have working under our name (this is a recruitment company who hires contractors). These contracts are months long. If I go on maternity leave, when I come back, do they have to pay me the sum of the commission they did not pay me while I was away?

This would depend entirely on the specific terms of the commission plan. If the commissions are paid to manage the accounts, as they often are in the recruiting world, then most likely you are not entitled to them while on maternity leave.
