Can your employer ask if you are planning to have children? Then put in writing that they will give you a top-up if you were to go on leave and access government funding into your contract under compensation / salary, and use this as an additional incentive, because they are altering your yearly 5% increase.

Your employer should not be asking about your family planning, this could amount to discrimination. The employer is able to offer a top-up for those who go on pregnancy or parental leave of absence as a further benefit of employment, but the employer should not be altering your remuneration if you received a guaranteed and non-discretionary 5% increase annually to do so.
